RSIPF sign MoC with CAASI

The Royal Solomon Islands Police Force (RSIPF) signed a Memorandum of Cooperation (MoC) with the Civil Aviation Authority of Solomon Islands (CAASI) on 26 January 2026 at Rove police headquarters.

Director of CAASI Mr. Brian Halisanau and Acting Commissioner of RSIPF Mr. Mathias Lenialu sign the document in the presence of RSIPF executives to give clear responsibilities to both agencies.

The purpose of this MoC is to define the responsibilities of the RSIPF and CAASI in the provision of security intelligence and threat assessment in relation to safeguarding civil aviation in the Solomon Islands against acts of unlawful interference.

RSIPF Acting Commissioner Mr. Mathias Lenialu said the MoC supports CAASI with the provision of regular threat assessments and updates and monitors the national threat level to civil aviation and informs CAASI as to when it is raised.

Commissioner Lenialu said this MoC gives responsibilities to the RSIPF to conduct patrols on the landside of the Henderson International Airport (HIA) perimeter fence from 6pm to 6am (night operations) and on the airside of HIA when the threat against civil aviation is raised to medium or high.

Mr. Lenialu said, “Other responsibilities also include providing adequate manpower to fulfill its duties and conducting regular reviews in consultation with Director CAASI and the Head of Aviation Security on the progress of security operations.

Under this MoC, CAASI has a responsibility to

inform RSIPF immediately when any threat information is detected during the course of undertaking security oversight of the civil aviation system in the Solomon Islands and receive regular threat and intelligence updates in relation to civil aviation from RSIPF.

Also, CAASI has a sole responsibility under the MoC to immediately disseminate to industry operators threat assessment reports received from RSIPF to support the mitigation of the threat and the application of security controls. Keep under constant review the level of threat against civil aviation in collaboration with RSIPF.

This MOC will be effective as of 26 January 2026 and will be reviewed after two (2) years, unless terminated earlier in writing by one or both of the parties. This MoC may be reviewed at any time at the request of any or both of the parties. Any amendments must be signed by the Commissioner of Police and Director of CAASI.
